Angela Stell, founder and director of NMDOG—an organization devoted to rescuing chained and abused dogs—later revealed to The Dodo that the property owner had been jailed on unrelated charges. As a result, the dogs were effectively abandoned, left behind without food, water, or care.

“Those dogs were basically abandoned and forgotten,” Stell explained. “No one was checking on them, and they were left to suffer.”
